Jerusalem Dropbox - Exchange Emergency Passport for Full-Validity

The Jerusalem drop box is located at the main consular entrance of the U.S. Embassy in Jerusalem at 14 David Flusser Street in Arnona. 


The drop box is available from Monday to Thursday between 8:00am and 2:45 pm and Friday between 8:00am and 12:00pm, except on local and federal holidays.  No appointment is necessary.  


You are eligible to replace your limited-validity emergency passport through the Drop Box using form DS-5504 for a full validity passport if your passport meets all of the following requirements:

  • Was issued less than 12 months ago (even if the passport is now expired); and

  • Does not have any endorsement on page 11 stating “A full validity passport must be approved by the Department of State.”


Submit all of the following documents with your application. Incomplete applications will not be processed and will delay your passport renewal.


  1. Application for a U.S. Passport (Form DS-5504 – https://pptform.state.gov/?Submit2=Complete+Online+%26+Print or https://eforms.state.gov/Forms/ds5504.pdf) Make sure to sign and date the form. Unsigned forms will be returned and delay your passport renewal.

  2. Photo One 2-inch x 2-inch / 5cm x 5cm square passport photo taken within the last six months.

  3. Evidence of U.S. citizenship: Your limited-validity passport (valid or expired). Make sure you have signed your passport on the signature line!

  4. Printed confirmation of pre-paid courier service:

New Policy Regarding Postage:


As of June 12th Israel Post is requiring pre-paid courier service for *all* applications, with the exception of emergency, limited-validity passports.


There is *no* option to fill out Israel Post delivery slips at the Consulate. There is *no* option for pickup for a regular-validity U.S. passport.


Click on the following link to pay for your courier service. Cost of the service is 60 NIS.


You must *print* the confirmation page and include it with your application and documents, whether you are submitting your application by mail, via dropbox, or in person.


When your passport is ready the U.S. Embassy will pass all documents directly to Israel Post for delivery. Israel Post will contact you to arrange delivery.

NOTE: If you are replacing a limited-validity passport issued more than 12 months ago, you must pay the applicable fee and you follow the regular renewal instructions for the service you require.
